List Service Hooks

List all service hooks connected to an app, via the vw_service_hooks view (unions all app_id-scoped ServiceHook subclasses -- Sentry is team-scoped and not part of this view). Auth matches Flask's OwnerOrUserTypePermission(roles=[UserType.USER_MANAGER], obj=app)'s dominant clause (any team member with app access) via resolve_app_context -- the role-bitmask OR-bypass branch is the already-documented, accepted project_fastapi_dashboard_auth_gaps gap, not implemented here (design spec §2).
