service_hooks

Activate Github

Completes the GitHub OAuth flow. Team-scoped, NOT app-scoped -- Flask's own route has no app_id segment at all (design spec §5.2), same shape as Notion's activate; looks the pending row up by its unique state (including soft-deleted rows), so the app is derived from the row itself, not from the URL. Bulk-deactivates every Github row for the SAME app (the row's own app_id) before activating this one -- verified against Flask that this has NO active==True filter (Global Constraints).
