Jira Webhook Receiver

Jira two-way-sync webhook: forwards inbound Jira issue/comment events to the matching Shake issue. Public and unauthenticated at the FastAPI level -- gated only by the ?key= secret that was baked into the webhook URL at registration time, matching Flask's JiraWebhook.post exactly. Note Flask does NOT scope the secret lookup by jira_id: the path parameter is only an existence check, and every JiraWebhook row sharing that secret is dispatched. Preserved.
