Linear webhook: applies inbound Issue/Comment events to the matching Shake issue. Public, unauthenticated at the FastAPI level -- gated by a per-hook HMAC signature (keyed by that specific Linear row's own webhook_secret), matching Flask's LinearWebhook.post exactly.
