Change an installed catalog app's settings

Accepts only vars the app itself declares, each value validated against the declared shape (booleans canonicalise to true/false; $, ${…} and # are refused; at most 4096 bytes). Placement vars (domain, host_port) are not changeable here. The change applies through an ordinary redeploy job, so the containers are recreated with the new environment — data is untouched.
