Restore a retained app release (agent 0.6.0+)

Requires manage scope, compatible agent release report and explicit confirmation. target_version is an exact rel_ snapshot ID from release_history with rollback_supported=true. Queues a rollback; 202 does not prove restoration. Inspect subsequent history. Agent validates local retention, images and unchanged ports/storage/routing before replacement. Requires a healthy current runtime for recovery. Does not revert databases or mutable data.
