Rubric Suggest

Auto-seed proposed rubric criteria from the doctor's already-captured tags (FEAT-2). The client sends the in-progress draft (error tags + reasons, why-better tags, graded/corrected steps); we return pre-filled, editable {text, points, axis, source} chips. NOTHING is applied — the doctor confirms/edits/deletes before the rubric ships (same anti-rubber-stamp rule as everywhere else). Post-reveal + on the doctor's own tags, so no anti-peeking gate; the answer key stays server-side.
