?dry_run=true (or {"dry_run": true}) runs every gate and returns the sample WITHOUT committing anything — see the block below. The query parameter exists because this is a thing you reach for from a terminal mid-debug, and it only ever turns the dry run ON: a query string cannot force a commit that the body asked to be a dry run.
