Why can (or cannot) this physician see the V4 real cases?

Every gate between an approved doctor and a real chart, evaluated for a named account, with the reason spelled out. This exists because the question kept being answered by reading source: a physician reports an empty queue, and real_data_approved is one flag, LABEL is another, specialty routing is a third, and per-case capacity is a fourth — four different reasons for one identical empty screen. An operator should be able to ask the product.
