List Ingestion Uploads

Paginated over FULL history (newest first). Returns the page plus the grand total so the admin UI can page through every upload ever received.

status (Audit PRD §21.5) narrows to one state — needs_review surfaces the admin review queue. counts always carries the per-status totals so the filter chips render real numbers regardless of the active filter.
