Assist Cite

Auto-suggest the 1–3 most relevant library citations for a rationale or reasoning step so grounding a record is a one-click confirm (WS3 — the biggest ratio lever: more grounded/premium records at less time).

Guardrails: the doctor MUST confirm — nothing is auto-attached; the suggestion is a starting point. Retrieval is deterministic (always works); an optional LLM rerank refines ordering. Degrades to skipped=True when the specialty has no citation library (the doctor types a citation as before). No anti-peeking gate: citing happens post-reveal on the doctor's OWN text.

TUTORIAL rather than full access, for the same reason and on the same evidence as /citations/search (PRD A §2.1). This one was MISSED when that change was made: §2.0 listed the endpoints the examination workspace calls and this was not on the list, so an applicant sitting the examination got a 403 on every automatic citation suggestion. The client swallows the error, so nothing visibly broke — the one-click citation chips were simply dead for the only population the examination exists for, which is what §2.3 means by "cite a guideline ... zero 403s". Same reasoning as the search box: the library is published guidance, keyed by specialty, and nothing patient-specific is reachable through it.
