One transition on the caller's own first-run tutorial state.

Server-authoritative: the "the tutorial never re-triggers once finished" invariant lives in THESE rules, not in client flags. start after completed/skipped is a deliberate no-op (replay is a client-side affair and must never clear completion); reset is allowed self-service because the tutorial writes no real data.
