MiCA Transitional-Deadline Router

Transitional-deadline routing per MiCA Art 143(3): providers lawfully serving before 30 December 2024 may continue until 1 July 2026 or until their Article 63 authorisation is granted or refused, whichever is sooner. Emits the end date, window months from a caller-supplied as_of date, the file-vs-wind-down decision, and filing preconditions.
