Get Proximity

Returns relationship proximity between viewer and target user. Used for ranking, UI signals, and trust scoring. Shape: { level, label, mutual_friends, shared_circles, is_family_connection } level: 0=self, 1=friend, 2=circle, 3=friend-of-friend, 4=stranger label: human-readable: "Close friend", "In your circles", "Friend of a friend", etc. Privacy: never exposes which circle or relation type, only proximity level.

Wave 3.2: gated by PolicyEngine.can_suggest_person. If the target is a minor / unverified / system account and the viewer has no approved trust path, returns 404 to avoid leaking existence.
