Priority order:
- Direct connections / circle members who have attended activities in this category (most reliable signal — mutual trust established).
- Anyone with an attended_with edge to the viewer from an activity in this category (strong co-attendance signal).
Privacy: adults only, no blocked users, no incognito participants.
