Add Circle Member

Add someone to a circle.

2026-05-31 — Phase 2B refactor. All real-user membership writes now delegate to services.circle_membership_service so the safety contract (block / incognito / PolicyEngine.can_be_added_to_circle / minor-aware guardian rules / circle trust metadata) sits in ONE place. Placeholders use the same service. The route is a thin shell: parse body → call service → translate to HTTP + dispatch notifications.
