Respond To Link Request

Target user accepts or declines a link request.

⚠️ DEPRECATED 2026-05-31 — use POST /claim/{ph}/confirm instead.

2026-05-31 unification: the request_id can be EITHER: • a placeholder_claim_links UUID (new — written by the unified link-request endpoint post-cutover); or • a relationship_link_requests UUID (legacy — for in-flight rows that pre-dated the cutover).

Either way we converge on placeholder_claim_links as the row of record. For legacy IDs we also stamp the legacy row so audit history reflects the accept/decline.

The placeholder → user merge logic is preserved verbatim — we only changed where we look up the request_id.
