Get Family Links

Returns all family links for the current user. Used for family circle enrichment and trust scoring — not shown as a tree.

2026-04-28 Wave 1 stabilisation: family_links / circle_placeholders / relationship_edges tables are stub-created (empty) by migration 025. Once the stub tables exist this query returns []. If for any reason the tables aren't there yet, the try/rollback degrades to {[],0} so /family doesn't 500 the whole panel. The auditor's safeguarding chapter (Wave 2) uses guardian_child_links instead — this surface is preserved as-is for the broader family-tree feature.
