Set whether migrations run on every deploy

On for an app created with a Roar database (its database starts empty, so its schema has to be applied on the first deploy); off for every other app, because applying a schema change to existing data is a decision the owner makes once, explicitly. Either way the owner can change it here. id is a SERVICE id — take it from services[].id on GET /client/apps/{appId}, not the app id itself. Requires apps:deploy.
