Fetch a fresh tail

Asks the server the app runs on for current output, then answers. It does NOT return the lines — read GET /client/services/{id}/logs a second or two afterwards, once the node has replied.

Requires apps:deploy, not apps:read: it makes the platform reach out to a machine, which is a write however much it reads like one.
