Get Lead Pricing

Standard lead pricing's rate/minimum, for the live arithmetic preview LeadFormModal/EditLeadModal show as ADP is typed (build task "standardised lead pricing", 2026-08-09: "Show the arithmetic on screen"). Gated on sales:read, not the Admin-only platform: constitution:read the generic GET /api/platform/settings carries -- Keith holds sales:read and needs this number; he does not hold (and should not need) an Admin grant just to see what a lead is worth. Reads through the SAME settings_service accessors pipeline_service. derive_lead_est_value_cents uses, so this can never show a number the actual write path would not also use.
