Composer Length Refusal Rate

How often the composer is still writing a draft the lint has to refuse for length, over the trailing window_days. rate is null, with reason stating why, when nothing was composed in the window -- never a bare 0 standing in for "unmeasured" (CLAUDE.md's own "a blank or zero is a lie").
