Start member AWS sign-in from a signed-in browser

For Amazon Bedrock member credential sets. Consumes the ten-minute entry handle from oauth/start, with the signed-in browser session of the same user, and starts an IAM Identity Center device sign-in against the set's own Identity Center instance. Returns AWS's approval page and code to show the person, and a new attempt handle for browser-aws-poll. Bearer authentication alone is not accepted.
