Delete gateway credential set

Deletes a credential set, its credentials and pending sign-ins, revokes applicable Google tokens, and returns an empty 204. Referencing grants must be removed first or the operation returns credential_set_in_use. Requires the Manage Gateway providers permission and enabled Gateway management; session callers must recently reauthenticate.
