Delete inference gateway provider

Changed on

Deletes the provider, models, groups, credential sets, grants, credentials and pending sign-ins, and revokes applicable Google tokens. Returns an empty 204; historical request logs and usage rollups are retained. Requires the Manage Gateway providers permission and enabled Gateway management; session callers must recently reauthenticate.
