Get inference gateway provider connect payload

Returns the caller's provider summary plus their Gateway apiKey and an apiKeys map for the provider's runtime environment names, never upstream provider secrets. Requires an active provider and an effective grant through active model groups and credential sets; member authorization may still be required before models are usable.
