Invite Requests

Reject an invite request

Called when an admin declines a request instead of sending the invite. Deletes the request so it drops off the pending list (same lifecycle as resolve — no stored state) and emails the requester that their request was not approved (best-effort; no reason captured). Returns 404 when the request is already resolved or not found. Requires administrate on the workspace named in the body, which is re-checked against the stored row.
