Add documents to an execution

Add documents to an execution without re-running it in full (T-9324). While a run is pending/running the documents are queued and extracted automatically when it finishes (outcome: queued); on a finished or idle execution they are merged immediately and a selective follow-up run starts (outcome: started, or saved if the run could not start, e.g. quota exceeded). Strictly additive — documents already on the execution are ignored (outcome: no-change).
