Delete a subcontractor

Soft-deletes the subcontractor, clears assignedSubcontractorId from every open requirement assignment in the building, and tears down its FGA group (revoking project:upload from every contact person). On full success the response is 204; if the assignment-clear or FGA-teardown steps partially fail, the response is 207 with a warnings array — the DB row is always soft-deleted regardless.
