Delete a building tenant

Soft-deletes the tenant, clears its item-level and whole-checklist assignedSubcontractorId references across the building, and tears down its FGA group (revoking every checklist_instance:upload grant it accrued). On full success the response is 204; if the assignment-clear or FGA-teardown steps partially fail, the response is 207 with a warnings array — the DB row is always soft-deleted regardless.
