Manual / on-demand ClinicalTrials.gov refresh for all pharma-biotech tickers.

Mirrors the weekly APScheduler job (pharma_events_refresh, Sun 05:00 UTC). Scans screener_cache for the granular pharma sectors ('Biotechnology'/'Pharmaceuticals'/'Drug Manufacturer'), pulls upcoming Phase 2/3 primary-completion dates per sponsor, upserts to pharma_events, and then recomputes the signal-neutral pipeline-PoS diagnostic columns on screener_cache. Runs in the background (X-Cron-Secret auth).
