Cron Corporate Actions Refresh

Manual trigger for the split_history refresh (daily 04:40 UTC; CAR-01).

AlphaVantage SPLITS for every screener_cache ticker (+ ledger symbols), insert-only into split_history on (symbol, effective_date). Flat-rate AV, a few minutes for the universe. max_symbols bounds the pull for a smoke test (e.g. ?max_symbols=25). Auth: X-Cron-Secret.
