Re-run the IV mean-reversion z-score refresh + IC scoring (X-Cron-Secret).

Manual trigger for the step chained after the 17:00 UTC iv-snapshot job (scheduler_setup._iv_snapshot_tracked). Synchronous on purpose: the caller is re-running it precisely because the scheduled run did not land, so it wants the outcome, not a 202. Same _run_tracked wrapper and job_name as the scheduled path, so cron_runs records this run identically — including a status='failed' row when a step fails, which before 2026-08-18 it never did.
