Scheduled by APScheduler (Mondays 08:10 UTC, job id mcp_usage_report_weekly). Auth: X-Cron-Secret. dry_run=true builds and returns the summary + markdown without sending. Like funnel-report, a send Resend does not accept is a failed run: the email is the observable outcome.
