Cron Av Prefetch

Manual trigger for the overnight AV cache prefetch (daily 03:30 UTC; also the watchdog's staleness re-trigger target).

Warms the full-universe AV fundamentals set (overview, statement histories, earnings family, estimates) into the 24h financials_cache so the screener batch and daytime valuations hit cache instead of live AV — and (Phase 89) persists statement_history + multiple_history per ticker. Flat-rate — the calls cost $0. max_tickers limits scope for smoke tests (e.g. ?max_tickers=25). Duplicate-safe: a run started while another is in flight (or while the screener batch runs) returns a skip shape that _run_tracked logs as cron_runs status='skipped'. Auth: X-Cron-Secret.
