Cron Iv Null Rank Backfill

Targeted backfill for screener_cache rows where iv_rank IS NULL.

Closes the data gap left by the 2026-04-15 AV rate-limit incident. Distinct from /cron/iv-backfill (which fills the 5-year iv_daily_snapshot table).

Body (all optional): limit: integer — cap candidates for staged rollout. None = all NULL-rank tickers. dry_run: bool — return candidate count without firing AV calls.

Idempotent: re-runs only re-fetch tickers whose iv_rank is still NULL after prior runs.
