List Opening Entries

List a company's generated opening-entry proposals (CompanyMember; newest first).

Each proposal carries the computed staleness fields (is_stale / stale_reasons / pending_newer); the shared current state (accepted prior-FY snapshot, chart/VAT fingerprints, pending uploads) is loaded once per target_fiscal_year, not per proposal.
