Delete Failed Accounting Document

Remove a failed accounting document row (Lane N-ingest, F2845).

For a failure Retry cannot change (an unreadable or oversize file, expired bytes): the person uploads a different file, and this takes the dead row off the Opening documents card and out of the work list. 409 unless the document is failed, and 409 if anything already references it (a failed row normally owns nothing; this is the check, not an assumption). 404 missing / 403 out of scope.
