Renumber Account

Renumber an account in fiscal_year (name + category preserved) (accountant).

Builds a single-entry remap and drives the shared :func:svc.remap_chart_accounts (delete old row, authoritative upsert, recompute usage, fork the accepted snapshot). 404 if the source account is missing in that FY. 409 if the account already has FY journal entries posted (JOURNAL_ALREADY_POSTED) or there is no accepted balance snapshot for the FY. 422 if the remap is invalid (collision/unbalanced). The renumber target does NOT inherit is_intentional (its number range may now match its type).
