List Ledger Accounts

List the chart of accounts with filters + pagination (CompanyMember).

Reads one fiscal year's postable GL chart (gl_account, FY-scoped): the fiscal_year param, else the company's most recent year; a year the company does not have reads back empty. The LedgerAccountOut shape is preserved by synthesizing the legacy provenance fields (journal_usage_count=0; sources=["gl"]; first/last-seen None); fiscal_year is the year read, so available_fiscal_years holds at most that one year.
