Set Agent Accept

Set which held proposals an agent may accept (company owner or platform admin, ZEN-2).

Only a person signed in to the app: an API key, the MCP server or the AI chat is refused (403 forbidden.autonomyHumanOnly) whatever its role — no agent may widen its own boundary. Who and when are stored.
