Video Engine Upload Media

Multipart upload -- file is the raw photo/video from the admin's own computer, frame_second (optional, video only) is which second to extract a still frame from (defaults to the video's midpoint if omitted). Max sizes/duration and allowed extensions are enforced inside save_media_upload() itself; a rejection there becomes a 400 with the real reason, not a silent failure.
