Get Sec Form4 Debug

Upfront diagnostic (same lesson learned from the SEC 13F/13D-13G/EIA debugging sagas -- build this BEFORE a live bug is reported): runs each step of the Form 4 pipeline separately and returns intermediate results, so if EDGAR's browse-edgar Atom feed shape (the one part of this pipeline that couldn't be verified from the sandbox) doesn't match what the parser expects, the raw feed text is visible here instead of just a silent 'no filings' result.
