Run Floating Basic Grants Now

2026-08-24 -- manual "Run Now" trigger for the floating-Basic referral cron (backend/main.py's _run_referral_floating_basic_job, normally 22:15 daily), same purpose as /admin/security-scan/run above: lets AJ verify the mechanism works right after wiring a new referrer/referred-payment scenario instead of waiting for the next scheduled run.
