Seo Generate

Growth OS Phase 1 -- creates one new ticker landing page + appends it to sitemap.xml. Gated by the seo_auto_engine feature flag so it can be paused instantly from the Feature Flags panel. Never overwrites an existing page (services/seo_page_generator.py's create_ticker_page raises FileExistsError instead).
