Run Security Scan Now

Manual "Run Scan Now" trigger for the admin panel. Runs synchronously (skips the slow pip-audit dependency scan so this stays fast enough for a single HTTP request -- the in-process 6-hourly job still runs the full scan including dependency CVEs) and persists the result like every other run, so it immediately shows up in get_security_scan and in the history list too.
