Get Cftc Cot Snapshot

2026-08-26 (Data Factory Step 3): debug/visibility endpoint for the new services/cftc_cot_service.py collector -- lets AJ actually see the positioning numbers being collected (net long/short per contract), not just the run/error counts the Data Factory panel shows. Same pattern as /admin/api-trending-tickers: a thin read-only wrapper, no new business logic here.
