Refresh Sec 13F

Manual trigger -- 13F filings only update quarterly so there's no scheduled job for this yet (see sec_ownership_service.refresh_all's docstring); this lets AJ kick off a real run and immediately check the Data Factory panel's run/error/last_success fields for 'sec_13f_ownership' to confirm the live SEC round trip actually works from Railway (the one thing not verifiable from the sandboxed dev environment this was built in).
