Generate the app Universe from its registered event catalog

Atomically locks the app, verifies authoritative readiness, pins the registered event snapshot, and enqueues the deduplicated Universe generation job. Repeated calls while generation is pending or running return the same pinned config and job. A failed generation retries the same pinned snapshot within the server-enforced retry allowance. Optional accept_run_ids closes only the explicitly selected stopped runs, in the same transaction. Rejected generation leaves those runs resumable.
