List the identify trait keys an app stores

Identify stores every valid trait key it receives that passes the privacy screen and registers it here. Engine keys (name, timezone, locale, time_zone, tz, timezone_offset_minutes, plan) are declared for every app in code; customer keys are added by identify or declared ahead of time. quarantined lists the keys identify dropped (secret, contact or not-allowed special-category data), by key path and reason only. Owner or admin only.
